American citizenship by direct investment, as commonly understood in other countries, does not exist in the United States in the same formalized manner. The U.S. does not offer a straightforward citizenship-for-investment program where individuals can obtain citizenship solely by making a financial contribution to the country. However, there are investment-based immigration programs that can lead to permanent residency (green card), which, in turn, can eventually lead to citizenship through naturalization.

Investment-Based Immigration Programs in the USA

  1. EB-5 Immigrant Investor Program:
    • Overview: The EB-5 program allows foreign investors and their families to obtain U.S. permanent residency (green card) by investing in a commercial enterprise in the United States.
    • Investment Amount: Investors typically must invest either $900,000 (in a Targeted Employment Area) or $1.8 million (in a non-Targeted Employment Area) in a new commercial enterprise that creates at least 10 full-time jobs for U.S. workers.
    • Job Creation: The investment must generate or preserve full-time employment for at least 10 qualified U.S. workers.
    • Green Card Process: Upon approval of the EB-5 petition, investors receive conditional permanent residency (green card) for a two-year period.
    • Removal of Conditions: After approximately two years, investors can apply to remove the conditions on their green cards, demonstrating that the investment has met all requirements.
    • Path to Citizenship: Once the conditions are removed and investors maintain lawful permanent residency for a required period (typically five years), they may apply for U.S. citizenship through naturalization, provided they meet additional eligibility criteria such as physical presence in the U.S., good moral character, and proficiency in English and civics.
  2. Other Investment Visa Programs:
    • There are other visa categories, such as the E-2 Treaty Investor visa, which allows nationals of certain countries with which the U.S. maintains a treaty of commerce and navigation to invest in and manage a business in the U.S. This visa does not lead directly to permanent residency or citizenship, but it can be a pathway for long-term residence in the U.S. for investors and their families.
